Chapter 31 - Shadows Across the Atlantic

The quiet dawn over Fort Liberty brought no reprieve for Lieutenant General Sophia Carter. Even as Mercer Hall stood as a testament to reform, the dismantling of Palmetto Vanguard Logistics had created shockwaves across NATO’s European theater.
At 0600 hours, an emergency red-line transmission arrived from U.S. Army Europe and Africa (USAREUR-AF) headquarters in Wiesbaden, Germany.
Sophia reviewed the encrypted briefing on her secure monitor alongside Colonel David Ramirez. The report laid bare a terrifying reality: the equipment stolen by Vanessa Cole and liquidated through Gregory Stone’s syndicate was only one-half of the operation. The European counterpart was an unauthorized equipment-leasing pipeline operating out of the massive logistics staging hubs at Kaiserslautern and the Coleman Barracks prepositioned stock site in Mannheim.
"Look at the serial records, David," Sophia said, her finger tracing a highlighted column on the glass screen. "Four dozen heavy tactical mobility trucks and twenty-two modular field surgical units. Deployed to Eastern European staging posts for combined training exercises last summer, marked as 'transferred to allied host nation reserve custody' under forged bilateral security cooperation vouchers."
Ramirez leaned in, his expression darkening. "Except host nation records show they never received the surgical units or the heavy haulers. Where are they?"
"They're sitting in private commercial logistics parks outside Antwerp and Constanța," Sophia replied, her voice cold and steady. "Being leased at exorbitant daily rates to private maritime security firms and extractive resource contractors operating across the Black Sea basin. American soldiers in field clinics are rationing diagnostic equipment while private corporate syndicates use frontline military gear as leased revenue assets."
A knock sounded at the door. Major Alan Miller entered, carrying a sealed pouch from the Staff Judge Advocate.
"General, the Pentagon’s Defense Legal Services Agency just confirmed that the European theater’s chief logistics inspector, Colonel Douglas Vance—cousin to Marcus and Raymond Vance—has formally filed an administrative injunction to block any overseas investigation initiated from Fort Liberty."

Sophia stood up, fastening her duty belt. Her three silver stars caught the early morning light.
"Colonel Douglas Vance can file whatever administrative paperwork he pleases," Sophia said. "He forgets that XVIII Airborne Corps has three brigades currently rotating through the European theater under statutory operational control. Prepare the command transport. Major Miller, Major Drake—you're on the manifest. We depart for Ramstein at twelve hundred hours."
